11 ጋዜጠኞች ተሰደዱ

(ኢ.ኤም.ኤፍ) በቅርቡ በአምስት ነጻ ፕሬሶች ላይ ከተመሰረተው ክስ ጋር በተያያዘ እስካሁን አስራ አንድ ጋዜጠኞች ለስደት መብቃታቸው ታወቀ። አቃቤ ህጉ በአዲስ ጉዳይ፣ ሎሚ፣ ጃኖ፣ አፍሮ ታይምስ እና እንቁ አዘጋጆች ላይ ክስ መመስረቱ የሚታወስ ነው። ጋዜጠኞችን በመክሰስ እና በማሰር በአሸባሪነት ሽፋን እስከ አስራ ስድስት አመት የሚደርስ ጽኑ እስራት መፍረድን በነእስክንድር ነጋ፣ ውብሸት ታዬ እና ርእዮት አለሙ ላይ የታየ እውነት ነው። አሁንም ሌሎች ጋዜጦች ላይ የሚደረገው ጫና እየበረታ እንጂ እየቀነሰ ባለመሄዱ ነው እነዚህ ጋዜጠኞች አገር ለቀው ለመሰደድ የበቁት።
እስካሁን ስማቸው የደረሰን ጋዜጠኞች ስም ዝርዝር ከዚህ የሚከተለው ነው።

ከተሰደዱት ጋዜጠኞች መካከል በተለይ ለኢ.ኤም.ኤፍ ቃል የሰጠችው አቦነሽ አበራ እንዲህ ብላን ነበር። (በነገራችሁ ላይ አቦነሽ አበራ የኢትኦጵ ጋዜጣ ዋና አዘጋጅ የነበረች፤ ከዚያም በ1997 ከመንገድ ተይዛ ተደብድባ እና ጽጉሯን ላጭተው ያሰሯት ሲሆን፤ በተለይም የኢሳት ጋዜጠኛ የሆነው ሲሳይ አጌና እህት በመሆኗ ምክንያት ጫና እንደበዛባት ነግራን ነበር) እንዲህ በማለት ነው ሁኔታውን የገለጸችው።
“ከዚህ በፊት የሆነውን ታውቃለህ። ያን ግዜ ጭንቅላቴ ላይ ባደረሱብኝ ድብደባ ምክንያት አሁንም ድረስ አንዳንዴ በራስ ምታት ህመም እሰቃያለሁ። ሰሞኑን በሎሚ መጽሄት ላይ የተደረገው ክስ ምክንያት ብታሰር እንደገና የሚፈቱኝ አይነት አይደሉም። ታስሬ መጸጸት ስለማልፈልግ ነው ከአገር ለመውጣት የወሰንኩት። በተለይም እንደምታውቀው ታላቅ ወንድሜ ሲሳይ አጌና ኢሳት ቴሌቪዥን ላይ ጋዜጠኛ ሆኖ ስለሚሰራ፤ ከዚህ በኋላ ካሰሩኝ ብዙ ሊያንገላቱኝ ይችላሉ።” በማለት ከገለጸችልን ከሁለት ቀና በኋላ ነው አገር ለቅቃ የወጣችው።

አሁን በነዚህ ጋዜጠኞች ላይ ክስ ተመስርቶ ከአገር ከመውጣታቸው በፊት፤ ባለፈው ወር ሃምሌ ሰባት ቀን የደህንነት ሃይሎች ወደ ቢሯቸው በመምጣት ቢሮውን እንዳሸጉት ይታወሳል። በወቅቱ ስለተፈጠረው ነገር የመጽሄቱ ዋና አዘጋጅ ሰናይ አባተ ያስተላለፈውን መልእክት በዚህ አጋጣሚ መግለጹ አስፈላጊ ስለሆነ እናካፍላቹህ።

…እነዚሁ ኃይሎች ከመጀመሪያው ቀን በተለየ ሁኔታ በበነጋታው ተደራጅተው በመምጣት “ሠነዶችን እንፈልጋለን” በሚል ያለፍርድ ቤት ትዕዛዝ በፌደራል ኃይሎች የታገዘ የ5 ሠዓታት ፍተሻ (ከብርበራ አይተናነስም) ከአካሄዱ በኋላ በቢሮ ውስጥ የሚገኙትን የሂሳብ ሠነዶች በሙሉ ሰብስበው ወስደዋል፡፡ ሆኖም ግን የምንፈልገው የሂሳብ ሠነዶችን ይበሉ እንጂ፣ በቢሮው ውስጥ የሚገኙትን በተለያዩ ጊዜ የታተሙ የሎሚ መጽሔቶች፣ የአፍሮ ታይምስ ጋዜጦችና በእጅ ጽሁፍ የተተየቡ ወረቀቶችን አንድ በአንድ ሲፈትሹ ተስተውሏል፡፡

ይህ ከላይ የገለጽነው ተግባር የተፈጸመው ክስ ከመመሰረቱ አንድ ወር በፊት ሲሆን፤ በኢትዮጵያ ቴሌቪዥንም ሎሚ እና አፍሮ ታይምስ ጋዜጦችን ደጋግመው ሲኮንኑ እና ሲያጣጥሉ እንደነበር ይታወሳል። አሁን የተደረገውም ክስ እስካሁን ሲደረግ የነበረው ክትትል እና አፈና ውጤት ነው።

New charges against Ethiopian publications further diminish critical voices – CPJ

Five independent magazines and a weekly newspaper have been charged by Ethiopia’s Justice Ministry, a move that may add to the long lists of shuttered publications and Ethiopian journalists in exile. In a press release issued August 4, the ministry accused the journals of publishing false information, inciting violence, and undermining public confidence in the government, news reports said.
The ministry said it pressed charges after running out of patience with the publications for “encouraging radicalism and terrorism.” The state broadcaster aired the ministry’s announcement, but none of the publications received the charge sheet, local journalists told me. The six independent publications are Afro Times, a weekly newspaper, and magazines Addis Guday, Enku, Fact, Jano, and Lomi. All are popular alternatives to the state-run press, which espouses an increasingly positive narrative. Local journalists and news reports said the charges could be a way for the ruling party to silence critics ahead of elections expected in May 2015.
Repeated calls to the Justice Ministry and a government spokesman went unanswered.
The ministry’s charges are not unexpected. In February, the pro-government Ethiopian Press Agency, a state-controlled news wire, conducted a study analyzing the content of the publications and concluded they were responsible for inciting violence and upholding opposition viewpoints, according to local news reports. Many local journalists at the time said they feared the study would be used as a pretext to target the publications later. “It’s a strategy the government uses when they want to stop a newspaper,” Habtamu Seyoum, an editor at popular magazine Addis Guday, told me by phone. “They will prepare an article claiming that a journalist or media house should be closed. The next step is to jail or close the media house; it’s done as a sort of formality.”
The Justice Ministry’s charges reflect a trend of authorities silencing critical media. Since 2009, the government has banned or suspended at least one critical independent publication per year, according to CPJ research.
Addis Guday stopped publishing on August 9. Several staff went into exile shortly after the government announcement, fearing imminent arrest. CPJ research shows their fears are likely justified. “We had police surrounding our offices, insults printed by the government press, constant phone threats–and now [these charges]. It was just too much,” Addis Guday Deputy Editor Ibrahim Shafi told CPJ. A week before the staff members fled, police raided their offices twice in one week, ostensibly to investigate financial records, he said.
The country’s politicized justice system coupled with the ruling party’s near zero-tolerance approach to criticism has led a steady flow of journalists to flee the country. CPJ has directly assisted at least 41 journalists fleeing Ethiopia since 2009, and the total number of exiles is likely higher. Those who have fallen out of favor with authorities, whether from independent or state media, feel exile or imprisonment are their only options.
Authorities arrested another Addis Guday editor, Asmamaw Hailegeorgis, in April on terrorism charges, and arrested photojournalist Aziza Mohamed in July on vague accusations of incitement. Ethiopian authorities have a penchant for sentencing journalists to jail after presenting charges, no matter how spurious the charges may be. Data collected from the registrar of Ethiopia’s Federal High Court suggest 95 percent of journalists accused by authorities are found guilty, according to TrialTrackerBlog.org, which publishes news about detained journalists in Ethiopia.
Lomi (“Lemon”) failed to print on August 8 and is unlikely to do so again, local journalists told me, because printers fear publishing anything that has fallen out of the ruling party’s favor. Last month, police searched Lomi’s offices and accused the staff of working without a license, a charge they denied, local journalists said.
According to the state-run Addis Admas, all but one of the magazines failed to publish recently.
A court in the capital, Addis Ababa, summoned the general managers of three publications–Fact, Addis Guday, and Lomi–on August 13, but only the general manager of Lomi appeared, according to news reports. Local journalists told CPJ they expect the other three publications to be summoned to court soon.
CPJ was not able to reach journalists from Afro Times, Enku, Fact, or Jano.
If these publications close down due to this latest government challenge, Ethiopia’s meager circulation of weekly independent publications–roughly 60,000 for a population of 90 million people–will decrease further. There is only one television station, run by the state, and out of five radio stations, three are staunchly pro-government. The state-run telecommunications company is the sole Internet service provider for a country with the second lowest Internet penetration rates in sub-Saharan Africa, according to the International Telecommunication Union. With limited independent voices, voters’ access to critical news sources and informed debate ahead of Ethiopia’s May 2015 elections may be negligible. The ruling party would probably not want it any other way.

መኢአድ ከአንድነት ጋር ለሚካሄደው ውህደት ምርጫ ቦርድ እንቅፋት ሆኗል አለ


ከመኢአድ የተገለለው ቡድን የምርጫ ቦርድን ሐሳብ ይደግፋል
መኢአድ ብሔራዊ ምርጫ ቦርድ ከአንድነት ጋር ልፈጽም ያቀድኩትን ውህደት እያስናከለ ነው ሲል ከሰሰ፡፡
የመላው ኢትዮጵያ አንድነት ድርጅት (መኢአድ) እና አንድነት ለዲሞክራሲና ለፍትሕ ፓርቲ (አንድነት) ውህደት ለመፈጸም ሲያካሂዱ የቆዩት ድርድር በመግባባት ቢጠናቀቅም፣ በመኢአድ ጠቅላላ ጉባዔ ሒደት ላይ ብሔራዊ ምርጫ ቦርድ ጥያቄ በማንሳቱ ሊቋጭ እንዳልቻለ መኢአድ አስታውቋል፡፡
መኢአድ ነሐሴ 13 ቀን 2006 ዓ.ም. በጽሕፈት ቤቱ በሰጠው ጋዜጣዊ መግለጫ ብሔራዊ ምርጫ ቦርድ የተለያዩ ምክንያቶችን በመፍጠር ውህደቱ እንዳይሳካ በመሥራት ላይ እንደሚገኝ አስታውቋል፡፡
የመኢአድ ፕሬዚዳንት አቶ አበባው መሐሪ እንደገለጹት፣ የመኢአድ ጠቅላላ ጉባዔ አባላት 600 ናቸው፡፡ ፓርቲያቸው ሐምሌ 13 እና 14 2005 ዓ.ም. ባካሄደው ጠቅላላ ጉባዔ 390 አባላት ተገኝተዋል፡፡ ነገር ግን ምርጫ ቦርድ በስብሰባው የተገኙ የጠቅላላ ጉባዔ አባላት 285 ብቻ በመሆናቸው ምልዓተ ጉባዔው አልተሟላም በሚል ምክንያት በጉባዔው የተላለፉ ውሳኔዎችን አልተቀበለም፡፡
ምንም እንኳን እርሳቸው ይኼን ቢሉም፣ በኢትዮጵያ ምርጫ ቦርድ የአገልግሎትና ግንኙነት ዘርፍ ቢሮ ምክትል መምርያ ኃላፊ አቶ ወንድሙ ጎላ፣ ‹‹በወቅቱ አባሎቻችን በርካታ ስለነበሩ የጠቅላላ ጉባዔ አባላትን ቁጥር 600 አድርገናል፡፡ አሁን ግን አባሎቻችን ስለቀነሱ ያን ማድረግ አንችልም፡፡ ያለን 285 ነው፡፡ የምትቀበሉን ከሆነ አስተያየት አድርጋችሁ ተቀበሉን፡፡ አለበለዚያ ምንም ማድረግ አንችልም፤›› የሚል ምላሽ ማግኘታቸውን መዘገባችን ይታወሳል፡፡
‹‹ጉባዔው በ390 አባላት የተካሄደ ስለመሆኑ በቂ መረጃ አለ፡፡ ምርጫ ቦርድ ሆን ብሎ ፓርቲውን ለማፍረስ ከሚንቀሳቀሱ ኃይሎች ጋር እያበረ ነው፤›› ሲሉ አቶ አበባው በምሬት ተናግረዋል፡፡
ምርጫ ቦርድ እዚህ ውሳኔ ላይ ሊደርስ አይገባውም የሚለው የመኢአድ መግለጫ፣ ከምርጫ ቦርድ በተጨማሪ እየተፈጠሩ ላሉት ችግሮች ቀደም ሲል የመኢአድ አባል የነበሩና በዲሲፕሊን ጥሰት ምክንያት ከፓርቲው የተወገዱ አባላትን ተጠያቂ አድርገዋል፡፡
ፓርቲው እንደሚለው በዲሲፕሊን ምክንያት የተወገዱ 14 አባላት ሲሆኑ፣ እነዚህ የተወገዱ አባላት ባለፈው እሑድ ነሐሴ 11 ቀን 2006 ዓ.ም. ከማለዳ ጀምሮ ከመንግሥት የፀጥታ ኃይሎችና ከኢትዮጵያ ቴሌቪዥን ባልደረቦች ጋር የፓርቲው ጽሕፈት ቤት ላይ ወረራ ፈጽመዋል ብሏል፡፡
በዚህ ሒደት ጽሕፈት ቤት ውስጥ የነበሩት አባላት እንዳይወጡ፣ ለመግባት የሞከሩ አባላት ደግሞ ወደ ጽሕፈት ቤቱ እንዳይገቡ እስከ ቀትር ድረስ አግተው ውለዋል በማለት አቶ አበባው ገልጸዋል፡፡
ይህ ቡድን ከአራት ዓመት በፊት በዲሲፕሊን ጥሰት ከፓርቲው የተወገደና በፍርድ ቤትም እንዲወገድ የተወሰነበት መሆኑን መኢአድ በመግለጫው ጠቅሶ፣ ነገር ግን ከመንግሥት የፀጥታ ኃይሎች ጋር በመሆን ፓርቲው ላይ ከፍተኛ ጥፋት በመፈጸም ላይ መሆኑን አብራርቷል፡፡
የፓርቲው ፕሬዚዳንት አቶ አበባው እንደገለጹት በዲሲፕሊን የተወገደው ቡድን ወደ ፓርቲው ለመመለስ ፍላጐት አሳይቷል፡፡ ነገር ግን ዕርምጃ የተወሰደበት ቡድን በመሆኑ የመኢአድ የሥራ አስፈጻሚ በሽማግሌዎች አማካይነት የቡድኑን ጥያቄ ለጠቅላላ ጉባዔ ለማቅረብ በሒደት ላይ እያለ፣ ቡድኑ ይህንን ተግባር መፈጸሙ እንዳሳዘናቸው ጠቅሰዋል፡፡
መኢአድ በዲሲፕሊን ተወግደዋል ካላቸው የቀድሞ አመራሮች አንዱ የሆኑት የፓርቲው የቀድሞ ዋና ጸሐፊ አቶ ማሙሸት አማረ ለኢትዮጵያ ዜና አገልግሎት ድርጅት እንደገለጹት፣ መኢአድ ከአንድነት ጋር ውህደት ለማድረግ ፍላጐት ያለው ቢሆንም፣ ድርጅቱ ጠቅላላ ጉባዔውን ባለማካሄዱ ከብሔራዊ ምርጫ ቦርድ ጉድለቶቹን እንዲያሟላ በተሰጠው አቅጣጫ መሠረት ለማሟላት አመራሮችና አባላት ለስብሰባ ወደ ፓርቲው ጽሕፈት ቤት ሲያመሩ በር ላይ እንዳይገቡ መታገዳቸውን ተናግረዋል፡፡ ፓርቲው ያወጣው የመተዳደሪያ ደንብ እየተጣሰ ነው ብለው፣ የምርጫ ቦርድ ሕግና መመርያ ወደጎን እየተደረገ ሕገወጥ ድርጊቶች እየተከናወኑ መሆናቸውን አቶ ማሙሸት ገልጸዋል፡፡
ነገር ግን የመኢአድ ፕሬዚዳንት እንደሚናገሩት ደግሞ እነዚህ ሰዎች የታገዱ በመሆናቸው፣ በሽምግልናው መሠረት ቀኑ ደርሶ ጉዳያቸው በጠቅላላ ጉባዔ እስኪታይ ድረስ ቦታ የላቸውም፡፡
ቡድኑ ከምርጫ ቦርድ ጋር ሆኖ እያደረገ ያለው ተግባር የተጀመረው ውህደት እንዳይካሄድ፣ ቢያንስ ለ2007 ዓ.ም. ምርጫ ውህደት ፈጽመው ጠንካራ ተወዳዳሪ ሆነው ለመቅረብ የሚያደርጉትን ዝግጅት የሚያሰናክል ሕገወጥ ተግባር መሆኑን መኢአድ አስታውቋል፡፡

“ብሶት የወለደው” ኢህአዴግ ከሁለት አስርታት በፊት በሰሜን ተራሮች ላይ ከኢትዮጵያ መንግስት ወታደሮች ጋር ያደረገውን የጎሬላ ውጊያ “አጃኢብ” በሚያሰኝ ቆራጥነት በድል መወጣቱ የማይታበል እውነትነው፤ ሥልጣን ከተቆናጠጠ በኋላም ለሚሰነዘርበት ማንኛውም አይነት የኃይል ጥቃት፣ ያውም ማቸነፍ አለማሸነፉን ሳያሰላ በፍጥነት ዘሎ ለመዘፈቅ ሲያንገራግር የተስተዋለበት ጊዜም አልነበረም፤ አሀዱ ብሎ የአመፅ ትግል ከጀመረበት ዕለት አንስቶ ላለፉት አርባ ዓመታት ከጀብሃ እስከ ኢህአፓ፤ ከኦነግ እስከ ኦብነግ፤ ከትህዴን እስከ አርበኞች ግንባር፤ ከሻዕቢያ እስከ አልሸባብ… በስም ተዘርዝረው ከማያልቁ ብረት-ነካሽ ድርጅቶች ጋር ወደ ፍልሚያ ለመግባት ከመወሰኑ በፊት ሰላማዊ መፍትሄዎችን ግራና ቀኝ የመፈተሽ ትዕግስትም ሆነ ልባዊ ፍላጎት እንዳልነበረው የራሱ የታሪክ ድርሳናት ሳይቀሩ በግላጭ ይናገራሉ፡፡ በተለይም ሀገር በቀሎቹ ተቃዋሚ ድርጅቶች በእንዲህ አይነቱ አስገዳጅ ሁኔታ ነፍጥ አንግበው የመገኘታቸው ምስጢር በቀጥታም ሆነ በዘወርዋራው የሥርዓቱ እጅ ስላለበት መሆኑን የሚያስረዱ ማሳያዎች የበዙ ናቸው፡፡ ከነዚህ መሀል አንዱና ዋነኛው በርሱ አጋፋሪነት የፀደቀውን ሕገ-መንግስት፤ በፕሮፍ መስፍን ወልደማርያም አገላለፅ “በሕገ-አራዊት”ነት ቀይሮ በአደባባይ መብቶቻቸውን መጨፍለቁ ነው፤ ከሁሉም በላይ ደግሞ በነፃ ምርጫ ማሸነፍም ሆነ ሥልጣን መጋራትን ‹ግመል በመርፌ ቀዳዳ…›ን ያህል ማጥበቡ እና “መንገዱን ጨርቅ ያድርግላችሁ” የምትለዋ የከረምች እብሪት ድርጅቶቹ “ዱር ቤቴ” እንዲሉ ያስገደዷቸው ገፊ-ምክንያቶች ስለመሆናቸው ቅንጣት ያህል አያጠራጥርም፡፡
በግልባጩ በበርካታ ድርሳናት ስለጀብዱውና ተጋድሎው የተተረከለት አብዮታዊ-ግንባሩ፣ ለሕዝባዊ እምቢተኝነት ፈሪ እና ድንጉጥ የመሆኑ ነገር ተደጋግሞ መወሳቱ ሌላ እውነት ነው፡፡ ብረት ያነሱ ተቀናቃኞቹን በብረት ለመጋፈጥ ካለው ወኔ ይልቅ፣ ሰላማዊ ትግልን በተመሳሳይ ቋንቋ የማስተናገድ ፍርሃቱ እጥፍ ድርብ እንደሚልቅ በተጨባጭ የተረጋገጠ ጉዳይ ነው፡፡ በተለያየ አጋጣሚ በድንጋጤ ሲርበተበት፣ እንቅልፍ ሲያጣ፣ ግብታዊ እርምጃ ሲወስድ… የተስተዋለውም በሕግ የደነገገውን መብት ተንተርሰው የተቀሰቀሱየተቃውሞ ትግሎች የተጠናከሩበት ጊዜያት ላይ ብቻ ነው ብዬ አምናለሁ፡፡ የሰሞኑም ዘመቻ ነፃ-ፕሬስ ግባት ከዚሁ የሚመደብ ነው፡፡
በሰላማዊ የትግል ስልቶች ማዕቀፍ ስር የሚገኙ መብቶታቸውን የተጠቀሙ ቆራጦች ለተቃውሞ በወጡ ቁጥር፣ ቅጥ-ባጣ መልኩ መፍረክረኩን እና የእውር-ድንብር እርምጃ የመውሰዱን እውነታ ለማስረገጥ በተለያየ ጊዜ የተመለከትናቸው ማሳያዎችን እየጠቀሱ መሟገቱ አስቸጋሪ አይደለምና ጥቂቶቹን በአዲስ መስመር ላስታውስ፡-
በ1993 ዓ.ም በአዲስ አበባ ዩኒቨርስቲ ተማሪዎች የተነሳውንና የአካዳሚያዊ ነፃነትን የጠየቀውን ሰላማዊ ተቃውሞ ተከትሎ በመዲናይቱ የተከሰተው ሕዝባዊ ንቅናቄ ምን ያህል የሚይዝ የሚጨብጠውን አሳጥቶት እንደነበረ ለመረዳት፣ በሃያና ሰላሳ ሺዎች የሚቆጠሩ የከተማይቱን ኗሪዎች (አብዛኛዎቹ በተቃውሞ ያልተሳተፉ) ከየቤታቸው እንዴት አፋፍሶ ለግፍ እስር እንደዳረጋቸው ማስታወሱ በቂ ነው፡፡ በወቅቱ ክስተቱ አገሪቱን ለሁለት ቀናት መንግስት-አልባ አስመስሏት እንደነበረ በተሳታፊነትም በታዛቢነትም ሁኔታውን የተከታተልን ዜጎች ሁሉ አንዘነጋውም፡፡

በ1995 ዓ.ም የሲዳማ ተወላጆች፣ ክልላዊነትን እና የሀዋሳ ከተማ ዕጣ-ፈንታን በሚመለከት ጥያቄ አንስተው በደቡብ ክልል ርዕሰ- መዲና ለተቃውሞ አደባባይ የወጡ ጊዜም፣ አብዮታዊ-ግንባሩ ምን ያህል ፈታኝ ሁኔታ ውስጥ ወድቆ እንደነበረ ማስታወሱ ለዛሬው ጠ/ሚንስትርም ሆነ ለብዙዎቻችን የሚከብድ አይሆንም፤ ሥርዓቱ ያዘመታቸው የመከላከያና የፌደራል ፖሊስ ሠራዊት አባላት ሕጋዊውን የሲዳማ ተወላጆች ጥያቄ ለመቀልበስ፣ ጎዳናዎቹን በደም-አባላ በማጥለቅለቅ የፈፀሙት አሳዛኝ ጅምላ ጭፍጨፋ (ዘር ማጥፋት) በታሪክ መዝገብ ጥቁር ገፅ ላይ በማይፋቅ መልኩ ተከትቦ አልፏል፡፡ ይህም ሆኖ የዚህ ሰላማዊ ተቃውሞ ውጤት፣ ለፌደራል መንግስቱ፣ ክልሉን በኃላፊነት ሲመራ የነበረውን ኃይለማርያም ደሳለኝን፣ በሽፈራው ሽጉጤ እንዲተካ ያስገደደ የሽንፈት ፅዋ ማስጎንጨቱ ይታወሳል፡፡

በምርጫ 97 ዋዜማ ሚያዝያ 30 ‹‹ዴሞክራሲን እናወድስ›› በሚል መሪሕ-ቃል ‹‹ቅንጅት›› በጠራው ስብሰባ ላይ ተገኝቶ መስቀል አደባባይን ያጥለቀለቀው የሕዝብ ‹‹ሱናሜ››፣ ሥርዓቱን ለከባድ ድንጋጤ አጋልጦ፣ በሀፍረት አኮራምቶ፣ ለከፋ ስቃይ ዳርጎት እንደነበረስ ከቶ ማን ሊዘነጋው ይቻለዋል? ያኔ የተመለከትነው ገዥው-ፓርቲን ከፍተኛ ፍርሃት ላይ የጣለ አስደንጋጭ ትዕይንት፣ ዛሬም ድረስ ለሚተገብረው የቅድመ-ምርጫ አደን መስዋዕት እየዳረገን እንደሆነ ሁላችንንም የሚያስማማ እውነታ ነው (በዕለቱ ጠቅላይ ሚኒስትር መለስ ዜናዊ ‹ምን አልባት ሕዝቡ በቁጣ የቤተ-መንግስቱን አጥር ገርስሶ ሊገባ ይችል ይሆናል› በሚል ፍርሃት ከእነ ቤተሰቡ ደብረዘይት አየር ኃይል ግቢ ተሸሽጎ አሳልፏል የሚለው ወሬ ከሹክሹክታም በዘለለ በከተማዋ በስፋት ተናፍሶ ነበር)፡፡

ሕዝበ-ሙስሊሙ ያቀጣጠለው ከሁለት ዓመት በላይ ያስቆጠረው የተቃውሞ ትግልም፣ አገዛዙን እንዴት በፍርሃት እንዳራደው ለመረዳት በጉዳዩ ዙሪያ በየጊዜው የሚወጡ እርስ-በርስ የተምታቱ መግለጫዎችን እና ረብ-የለሽ ‹‹ዘጋቢ›› ፊልሞቹን መመልከቱ በቂ ነው፡፡ ይህንን ፍፁም ሰላማዊና ስልጡን የተቃውሞ ንቅናቄን ለማፈን የተወሰዱት የኃይል እርምጃዎችም፣ የእነ አባይ ፀሀዬን የይስሙላ ዲሞክራሲያዊ ባህሪ ለዓለም አቀፉ ማሕበረሰብ ከማጋለጡ ባለፈ፣ ድርጅታቸው-ኢህአዴግን ለሳልሳዊ የውስጥ ክፍፍል መዳረጉን የመረጃ ምንጮች ያወሳሉ፡፡
በአናቱም ግንባሩ፣ በተቃውሞ ጎራ በተሰለፉ ሕጋዊ የፖለቲካ ድርጅቶች ውስጥ ነውረኝነቱን በግላጭ በሚያሳይ መልኩ የራሱን ሰዎች አስርጎ በማስገባት ለመከፋፈል ከሚሞክርበት ማኪያቬሊያዊ ሴራ በተጨማሪ፣ አመራሩን እና የነቃ ተሳትፎ የሚያደርጉ አባሎቻቸውን በጥቅማ ጥቅም በመደለል፣ ከሀገር በማሳደድ፣ ከፖለቲካ ተሳትፎ ራሳቸውን አግልለው በፍርሃት ‹‹ጎመን በጤና››ን እያጉረመረሙ የበይ-ተመልካች ሆነው አርፈው እንዲቀመጡ የብረት መዳፉን ለመጫን እና ለመሰል ሕገ-ወጥ ድርጊቶቹ ማስፈፀሚያነት በቢሊዮን የሚቆጠር የአገር ሀብት አፍስሶ ጠንክሮ የመስራቱ (እየሰራም የመሆኑ) ጉዳይ አከራካሪ አይደለም፡፡ ይህንን ኩነት በምኩንያዊነት ለማስረገጥ በኮሙኒኬሽን ጽ/ቤት የአቶ በረከት ስምዖን ምክትል የነበረውና ሀገር ጥሎ የተሰደደውን የቀድሞ ሚኒስቴር ዲኤታን የአቶ ኤርምያስ ለገሰን ምስክርነት መጥቀስ ተገቢ በመሆኑ፣ በቅርቡ ‹‹የመለስ ትሩፋቶች›› በሚል ርዕስ ለንባብ ካበቃው መጽሐፉ አንድ ማሳያ ላቅርብ፡-
‹‹በምርጫ 92 ኢህአዴግ መሸነፉን አስቀድሞ ካረጋገጠ በኋላ የተከተለው ስትራቴጂ የሕዝቡን ውሳኔ ባይቀይረውም ለማጭበርበር ጠቅሞታል፡፡ …የምርጫውን ዴሞክራሲያዊነት የሚያጠፉ ሶስት እርስ በእርስ የሚመጋገቡ ስትራቴጂዎችን ነደፈ፡፡ ስትራቴጂዎቹ እንደሚከተለው ነበሩ፤ በእጩ ምዝገባ ወቅት በተቃዋሚ ፓርቲ እጩዎች ውስጥ ለኢህአዴግ የሚሰራ አስርጎ ማስገባት፤ በየወረዳው ምርጫ ቦርድ በሚፈቅደው መሰረት የተፎካካሪ እጩዎችን ከተቻለ በማሳመን ካልተቻለ በመደለልና በማስገደድ ራሳቸውን እንዲያገሉ ማድረግ የሚሉ ነበሩ፡፡›› (ገጽ 58-59)
በነገራችን ላይ ኤርሚያስ ለገሰ በዚህ መጽሐፉ ለእንዲህ አይነቱ እኩይ ሴራ ስላልተበገረ አንድ ያልተዘመረለት ጀግና በዝርዝር አስፍሮልናል፡፡ ሰውየው በቅፅል ስሙ ‹‹አበበ ቀስቶ›› ተብሎ የሚታወቀው እና በምርጫ 92 በአዲስ አበባ ከተማ በወረዳ 24 ኢዴፓን ወክሎ ለውድድር የቀረበው ክንፈ ሚካኤል ደበበ ነው፡፡ የአገዛዙ ካድሬዎች ክንፈ በአካባቢው ጠንካራ ድጋፍ እንዳለው ጠንቅቀው ያውቁ ስለነበረ ብርቱ ስጋት ላይ ይወድቃሉ፤ በዚህም ‹‹ምርጥ›› የሆነ አደናቃፊ ስልት ተነድፎ ለመተግበር መሞከሩን አቶ ኤርሚያስ እንደሚከተለው ይነግረናል፡-
‹‹(ክንፈ) ከምርጫው ፉክክር ገለል የሚልበት አማራጮች ታሰቡ፡፡ እሱን ማስፈራራቱ የሚታሰብ አልነበረም፡፡ ምድር ቢንቀጠቀጥም የሚፈራ ሰው አይደለም፡፡ በቁጥጥር ስር ለማዋል ደግሞ ወንጀል ሲሰራ እጅ ከፈንጅ መያዝ አለበት፡፡ ስለዚህ የቀረው የመጨረሻ አማራጭ በገንዘብ መደለል ሆነ፡፡›› (ገጽ 65)
ተራኪው ይቀጥላል፤ ለድለላው 50 ሺ ብር ወጪ ይደረጋል፤ በደላይነት ደግሞ ዳኛ ልዑል ገ/ማሪያም (ይህ ሰው የወቅቱ የፍትህ ሚኒስቴር ሚኒስትር ዲኤታ መሆኑን ልብ ይሏል) እና ኪሮስ የተባሉ የህወሓት አባላት ይመደባሉ፤ አቤም ሊያግባቡት ቤቱ ድረስ በመጡ ግለሰቦች ሃሳብ በመስማማቱ፣ ልዑልና ግብረ-አበሩ 35 ሺውን ለራሳቸው አስቀርተው 15ሺ ብር ይሰጡታል፤ የወረዳው የኢህአዴግ አመራርም በተከተለው ‹‹እፁብ-ድንቅ›› መፍትሔ ለጊዜው ከስጋት ነፃ ይሆናል፤ ግና፣ ይህ ሁኔታ ብዙ አልቆየም፡፡
ከሳምንታት በኋላ፣ ምርጫው ሊካሄድ ጥቂት ቀናት ሲቀሩት ሸገር ተወልዶ፣ ሸገር ያደገው የአራዳ ልጅ አበበ ቀስቶም በታሪክ ሲዘከር የሚኖርበት ውሳኔውን እንዲህ ሲል አረዳቸው፡‹‹የተጋበዝኩትና ብራችሁን የተጠቀምኩት እናንተ ጋር የማይነጥፍ የብር ማምረቻ ስላለ ነው፡፡ ምርጫ የምወዳደረው ግን ለገንዘብ ሳይሆን ይህን አስከፊ ሥርዓት ለመጣልና ለነፃነቴ ነው፡፡ በዚህ ላይ ለመደራደር ህሊናዬ አይፈቅድም፡፡›› (ገጽ 65-66)
ዛሬ ‹‹አሸባሪ›› በሚል ክስ ተወንጅሎ፣ የሃያ አመት የእስር ቅጣት ተላልፎበት፣ በአሰቃቂው የቃሊቲ ወህኒ ተጥሎ የሚገኘው አበበ ቀስቶ እንዲህ ያለ ድፍረትና ቁርጠኝነት የነበረው ጀግና ስለመሆኑ አብዮታዊ ግንባሩን አደግድገው ያገለገሉት ካድሬዎች ጭምር እየመሰከሩለት ይገኛሉ፡፡
ከግል ገጠመኜ ደግሞ አንድ ልመርቅ፤
የ‹‹ፍትሕ›› ጋዜጣ ዋና አዘጋጅ ሆኜ በምሰራበት ወቅት፣ አቤ በ‹‹አሸባሪ››ነት ተከሶ ፍርድ ቤት ይመላለስ ነበር፤ ከዕለታት በአንዱ ቀንም እጅግ የሚያሳዝንና የግፉአን እናቶችን የሀዘን እንባ የሚወክል ጽሑፍ ከወህኒ ቤት ይልክና በጋዜጣችን ላይ ይታተማል፡፡ ቀደም ብሎ እስክንድር ነጋ፣ አንዱአለም አራጌ እና ናትናኤል መኮንንም በተመሳሳይ መልኩ የላኳቸው ጽሑፎች ተስተናግደዋል፤ ይህ ከሆነ ሁለት ሳምንት በኋላ ‹‹የተከበረው›› ፍርድ ቤት እነዚህን ጽሑፎች እንዲታተሙ በመፍቀዴ ‹‹ችሎት መድፈር›› የሚል ክስ መስርቶብኝ ዳኞች ፊት ቀረብኩ፤ ከአራቱ ታሳሪዎች መካከልም አቤ ተለይቶ ተጠርቷል፤ የመሀል ዳኛውም አንድ ጥያቄ ጠየቀው፡-
‹‹ይህንን ጽሑፍ አንተ ነህ የጻፍከው?››
አበበ ቀስቶ መልስ ለመስጠት አልተቻኮለም፤ ዳኞቹ፣ ዓቃቢ-ሕግጋን እና የችሎቱ ታዳሚዎች በሙሉ ምን ሊል ይችላ ይሆናል? በሚል ጉጉት እየጠበቁት ነው፤ የእኔ አይደለም ቢልስ? ማን ያውቃል? …ጥቂት ሰከንዶች በአስጨናቂ ዝምታ ካለፉ በኋላም፣ ልበ-ሙሉ ፖለቲከኛ ፈገግ ብሎ መናገር ጀመረ፡-
‹‹አዎ፣ እኔነኝ የጻፍኩት! ፍላጎቴም እዚህ እናንተ ፊት ላነብላችሁ ነበር፤ ሆኖም ሰዓት የለንም ብላችሁ ስትከለክሉኝ ጊዜ ነው፣ ለተመስገን የላኩለት!››

ስለምን ነፍጥ አናነሳም?
በኢሕአዴግ ዘመነ-አገዛዝ ብረት የማንሳትን ተገቢነት የሚያቀነቅኑ ልሂቃን፣ ለትግሉ ስልት አግባብነት የሚያነሷቸውን መከራከሪያዎች በሁለት መልኩ ልናያቸው እንችላለን፡-
በቀዳሚነት ከገዥው-ፓርቲ ተፈጥሯዊ ባህሪ ጋር አያይዘው፣ ለአቻቻይ ዴሞክራሲያዊ ሥርዓት ግንባታ የሚያስፈልጉ ባህሪያት በፍፁም የማይስተዋሉበት፣ ይልቁንም ‹ሕገ-መንግስታዊነትን፣ የሕግ የበላይነትን፣ የተቋማት ነፃነት፣ ሃሳብን በነፃነት የመግለፅ መብትን፣ የመሰሉ ዕሴቶችን በመጨፍለቅ የሚታወቅ ነው› የሚል ጥቅል መከራከሪያ ያቀርባሉ፡፡ እውነታው እነርሱ እንደሚሉት ቢሆንም እንኳ፣ ብረት የሚቀላቀልበት ትግል የሚያፈራርሳቸውን ማሕበረ-ኢኮኖሚያዊ ተቋማትን እንደገና ከፍርስራሹ ዓመድ ላይ ለመጀመር የሚያስገድድ መሆኑን ግን የዘነጉት ይመስለኛል፡፡
ሁለተኛው ጭብጥ፣ የማሕበረሰቡን የፖለቲካ ባህል እና የአንድ ወቅት የሰላማዊ ትግልን ሙከራ ክሽፈት በማውሳት የሚቀነቀነው ነው፡፡ የፖለቲካ ባህላችን ለጦረኛነት፣ ተዋስኦን ለሚጨፈለቅ የመጠፋፋት መንገድ የቀረበ የመሆኑን መሞገቻ ለክርክር በመግፋት የሃሳባቸው ማጠንጠኛ ያደርጉታል፡፡ ይሁንና የመድበለ-ፓርቲ ሥርዓትን እና ነፃ የአደባባይ ክርክርን ያልተላመደ ማሕበረሰብን አሁንም ለትጥቅ ትግል መጥራት ይህንኑ አሉታዊ ሕዝባዊ ባህርይ ከማጠናከር የዘለለ አንዳች ፋይዳ እንደሌለው ለመሟገት የሚያስችሉ በርካታ ነጥቦች አሉ፡፡ ‹ማሕበረሰቡ ለተራዘመ ሰላማዊ ትግል አይሆንም› ብለው የሚከራከሩ ጸሐፍት የሚጠቅሱት፣ 97 ላይ የተጨናገፈውን እንቅስቃሴና መሰል ሕዝባዊ ተቃውሞን መሰረት በማድረግ ነው፡፡ በተለይም የቅንጅት ጉምቱ ፖለቲከኞች እስኪበቃን እንደነገሩን፣ ስህተቱን ሁላችንም የምንጋራው ይሆናል (የኢሕአዴግ ቢልቅም ቅሉ!)፡፡ ግና፣ የወቅቱ ክስተት ከሰላማዊ ትግል አማራጮች አነስተኛ ሚና የሚሰጠውን የምርጫ ፖለቲካን ብቻ ግብ ያደረገ መሆኑ ‹ትግሉን ሞክረነዋል› የሚለውን መከራከሪያ ያጎደለው ይመስለኛል፡፡
ከዚህ ይልቅ፣ ሰላማዊ ሕዝባዊ አብዮትን አንድም ጊዜ በቅጡ ሳንሞክር (በቀቢፀ-ተስፋ ተሞልተው የሥልጣን ጥማት ካሰከራቸው ቀልባሾች ሳንታደገው) ጠብ-መንጃ ወደማንገብ መመለስ ቢያንስ በቂ መከራከሪያዎችን ያሳጣል ብዬ አምናለሁ፡፡
ከላይ በጥቅሉ ከጠቀስኳቸው ጭብጦች ባለፈ፣ እነዚህ ኢህአዴግ ሥልጣን ከተቆናጠጠበት ማግስት አንስቶ ነፍጥ የነከሱ ቡድኖች፣ንፁሃን ዜጎችን እንዳሻው እንዲያስር እና እንዲያሰድድ ፖለቲካዊ ሰበባ-ሰበቦች ከመስጠት ባሻገር ያዋጡት በጎ አበርክቶ (ተጨባጭውጤት) አለመኖሩን ልብ ማለት ያሻል፡፡
የሆነው ሆኖ የዚህ ጽሑፍ ተጠየቅ ከተለመዱት ሁለቱ የትግል ስልቶች አንዱን መባረክ እና ሌላኛውን ማውገዝ አይደለም፡፡ ይልቁንም በህወሓት ጠቅላይነት የሚመራው ገዥው-ግንባር፣ ከብረት ትግል ይልቅ፣ በሕገ-መንግስቱ ማዕቀፍ ስር ለሚጠቃለሉ ሕዝባዊ ንቅናቄዎች ብርክ የሚይዘው መሆኑን በማውሳት፤ ባለፉት እትሞች በ‹‹ሕዳሴ አብዮት›› የጠቀስኳቸውን አተገባበሮች በበቂ ሕዝባዊ ጉልበት መግፋት እንደሚያዋጣ ዳግም አፅንኦት ለመስጠት ነው፡፡ ርግጥ ነው ሁላችንንም ግራ-ገቡ ኢህአዴግ ፍርሃት በናጠው ቁጥር ሲያሻው በገፍ ወህኒ እያጎረ፤ ሲፈልግ የመጀመሪያ ደረጃ ትምህርታቸውን እንኳን ያልጨረሱ ብላቴኖችን ግንባር በጥይት እያፈረሰ፣ በል ሲለው ደግሞ ይህንን መከራ እና ስቃያችንን የምንተነፍስበት ሚዲያ እያሳጣን በምሬት እንደሞላን አንክድም፡፡ ይህ ሁሉ ሆኖም ግን ድርጅቱ የተካነበትንና ለፍልሚያ የሚመርጠውን ጠብ-መንጃ አናነሳም፡፡ ጠብ-መንጃ የማናነሳው ልበ-ሙሉነታችን ከህወሓት-ኢህዴን መስራቾች የጉብዝና ዘመን ያነሰ ሆኖ በመገኘቱ አይደለም፤ ሚሊዮናት ዘመን ተጋሪዎቼ ለሀገር ጉዳይ፣ ለሕዝብ ጥቅም ግንባራቸውን እንደማያጥፉ አውቃለሁና፡፡ የደኑ መመንጠር ምሽግ ስላሳጣን ወይም የምናፈገፍግበት መሬት ስለጠፋንም አይደለም፡፡ ብረት-ጠል የሆንነው፣ በሰላማዊ ሕዝባዊ ዓመፅ ይህን ሥርዓት አስቁሞ፣ ኢትዮጵያን ማደስ እንደሚቻል ካለን የፀና እምነት ባሻገር፣ ነባራዊውም ሁነት ጮኾ የሚያስረግጥልን ይሄንን በመሆኑ ብቻ ነው፡፡ ይህ ሰላማዊ የመጨረሻ ሙከራ በኢትዮጵያ ሰማይ ስር ዳግም ነፍጥ እንዳይነሳ አስተማማኝ ዋስትናን ሰጥቶ እንደሚጠናቀቅም አልጠራጠርም፡፡ በረዥሙ የጭቆና አገዛዝ በተለይም በእርስ በርስ ጦርነት ለተጎዳና ለደኸየ ሕዝብ፣ የወጣቶቹን ደም ለሚያስገብር ትግል አሳልፎ መስጠት፣ የነገይቱን ኢትዮጵያ ባድማነት ማወጅ ነውም ብዬ አምናለሁ፡፡ እንደዚያም ሆኖ ግን ‹ብረት ያዋጣል› የሚሉ ኃይሎች በመረጡት መንገድ ሥርዓቱን አስገድደው ወደ ብሔራዊ እርቅና አገራዊ ሕዳሴ ሊያመጡልን ከቻሉ፣ የትግላቸው ታላቅ አበርክቶ እንደሚሆን ይሰማኛል፡፡ ወደምናልመው ሁለንተናዊ ሕዳሴ ለመድረስም የሚኖራቸውን ሚና በምንም አይነት መነሾ ላሳንሰው አይቻለኝም፡፡
ከዚህ በላቀ በተከታታይ የተወያየንበት የ‹‹ሕዳሴ አብዮት›› ማዕቀፍ፣ በሕዝባዊ የአደባባይ ዓመፅ ሥርዓቱን ከማውረዱ በዘለለ፣ በደም-እልባት ያጣነውን አንድ ዋነኛ እሴት አውሶን የሚያልፍ ይመስለኛል፡፡ በሰላማዊ አብዮት የሚሳተፍ ዜጋ አገራዊ ሕዳሴን በማምጣት፤ ሁላችንንም በእኩልነትና በነጻነት የሚያኖር ፖለቲካዊ ሥርዓት ማዋለዱ አይቀሬ ነው፡፡ በመጪው አስተዳደር የሚከወኑትን ሀገራዊ ጉዳዮች በያገባኛል የሚከታተል፣ እያንዳንዱን የዜግነት መብቱን አጠንክሮ የሚጠይቅ እና በውይይት (በሃሳብ ብዙሃነት) የሚያምን ትውልድ በ‹‹ሕዳሴ አብዮት›› ሂደት እንደሚፈጠር በእርግጠኝነት መናገር ይቻላል፡፡ የንቅናቄው አድማስ ሁሉን አቀፍ መሆኑ ከተሳካለት ደግሞ በድህረ-ለውጡ የሚነብረውን የፖለቲካ ባህል በእጅጉ የዘመነ ያደርገዋል፡፡ ‹የአብዮተኞች አባት› ተብሎ የሚወደሰው ካርል ማርክስ ከጓዱ ፍሬዴሬክ ኤንግለስ ጋር በጻፈው መድብል ላይ ይህን እውነት አስረግጦ አልፏል፡፡ ‹‹German Ideology›› በሚለው ያሰላሳዮቹ የጋራ ስራ ላይ የአብዮት ሂደት ዋና ፋይዳ ከለውጡ በኋላ የሚፈጠር ማሕበረሰብ የነቃ እንደመሆኑ፣
መጪዎቹ የሥልጣን ተረካቢዎች በቁመቱ ልክ ካልሆኑ (ካልመጠኑት) ለእነርሱም አስቸጋሪ እንደሚሆን የማስረገጡ እውነታ ነው፡፡
ለዚህም የቅርቡን የአረቡ መነቃቃት ማየት ያዋጣል፡፡ የግብፅ ሕዝብ ከአብዮቱ በፊትና በኋላ ያለውን የንቃት ልዩነት ማንም የሚያስተውለው ነው፤ ዛሬ ላይ የምናየው ማሕበረሰብ የሆስኒ ሙባረክ አገዛዝ ከነበረበት አንፃር ሲታይ ፍፁም ፖለቲካዊ ስለመሆኑ በብዙዎች ተወስቷል፡፡ ለእያንዳንዱ አገራዊ ጉዳይ ያገባኛል በማለት መሟገትን የዕለት ተዕለት ስራው አድርጎታል፡፡ ከዚህ አብዮታዊ ሃሳብ ትይዩ በብረት የሚመጣ ለውጥ፣ ተመልሶ ማሕበረሰባዊ ፍዝነት ውስጥ እንደሚጥለን መረዳታችንም፣ መጪውን የአብዮት አማራጭ ብቸኛው ትውልዳዊ ዕዳ ወደማድረጉ ገፍቶታል፡፡ ከሞት ይልቅ ህይወት፣ ከድቀት ይልቅ ጥንካሬ፣ ከመበታተን ይልቅ አንድነት የሚሰጠንን ሰላማዊ የለውጥ ንቅናቄ በቀጣዩ ዓመት ስለመከወን ደግመን ደጋግመን ማሰላሰል ደግሞ የዘመኑ አስገዳጅ ኃላፊነት ነው ብዬ አምናለሁ፡፡

Ethiopia: Embracing Development and Security Means Embracing Free Expression by Birtukan mideksa

Last week, Washington D.C. hosted the US-Africa Leaders Summit, where over 50 African heads of state discussed important issues ranging from public health to trade and development. I was honored to participate in a parallel civil society conference that highlighted the challenges faced by civic leaders on the continent, including the all too prevalent crack-down on free expression.
During the summit, participants repeatedly noted that respect for fundamental human rights, including freedom of expression, is critical for sustainable economic growth. The press is a vital component of society, allowing diverse voices to be heard and balancing the power between the government and the people. The independent media also plays a particularly important role in combating corruption as it oversees how governments spend development and aid money.
In his post-summit address, President Barack Obama echoed these sentiments, noting that “even though leaders don’t always like it, the media plays a crucial role in assuring people that they have the proper information to evaluate the policies that their leaders are pursuing” and that “nations that uphold these rights and principles will ultimately be more prosperous and more economically successful.” Secretary of State John Kerry—who spoke at the civil society forum—reiterated the belief that “when people can trust their government and rely on its accountability and transparency on justice, that society flourishes and is more prosperous and more stable than others.”
According to Secretary Kerry, the U.S. “will continue to support press freedom, including for journalists charged with terrorism or imprisoned on arbitrary grounds.” However, one of the United States’ most important security and development allies in Africa, my home country of Ethiopia, is also one of the continent’s worst jailers of the press.
On April 25 and 26, less than three months before President Obama highlighted the importance of a free press, three independent journalists and six bloggers were arrested and eventually charged under Ethiopia’s widely-criticized 2009 Anti-Terrorism Proclamation. The journalists were known to write on a wide range of topics, including corruption. The bloggers, for their part, were part of group called “Zone 9,” which had a large following on social media and were known for their campaign to promote the rights provided under Ethiopia’s constitution. They were all arrested shortly after Zone 9 posted an announcement on Facebook indicating that the group would begin blogging again after a seven month hiatus.
The six bloggers and three journalists were held without any formal charges against them for over two and a half months and were finally charged on July 18. In response, 41 NGOs sent a letter to Ethiopian Prime Minister Hailemariam Desalegn calling on his government to immediately release the detainees and revise the law. The U.S. government has also condemned such an abuse of anti-terror legislation. Secretary Kerry publicly expressed his concern about the arrests during a visit to Addis Ababa just days after the they were detained. He specifically mentioned blogger Natnail Feleke, with whom he had met on a previous visit, and adamantly insisted that the Anti-Terrorism Proclamation should not be used as a mechanism to curb the free exchange of ideas.
Unfortunately, what happened to these independent journalists and bloggers is neither new nor surprising.
On September 14, 2011, Eskinder Nega, a prominent journalist and human rights defender, was arrested and charged under the Anti-Terrorism Proclamation. Ten months later, he was sentenced to 18 years in prison. While the Ethiopian government asserts that Mr. Nega’s prosecution is unrelated to his work as a journalist, an independent inquiry found otherwise. In Opinion No. 62/2012, the UN Working Group on Arbitrary Detention held that Mr. Nega’s imprisonment violated Ethiopia’s obligations under international law. In addition to procedural violations, the Working Group found Mr. Nega’s detention resulted directly from his exercise of free expression. They concluded that the overly broad offenses established by the 2009 Anti-Terrorism Proclamation constituted “an unjustified restriction on expression rights and on fair trial rights.” Thus far, however, the government has ignored the Working Group’s call to release and compensate Mr. Nega. It also continues to imprison journalists Reeyot Alemu and Woubshet Taye on similar grounds.
Other international bodies have also criticized the use of anti-terror laws against journalist, including the African Commission on Human and Peoples’ Rights and five United Nations special procedure mandate holders.  During Ethiopia’s Universal Periodic Review earlier this year, a number of countries, including the United States, raised similar concerns. Most recently, the UN High Commissioner for Human Rights, Navi Pillay, denounced the arrests of journalists and bloggers declaring that “the fight against terrorism cannot serve as an excuse to intimidate and silence journalists, bloggers, human rights activists and members of civil society organizations. And working with foreign human rights organisations cannot be considered a crime.”
The Ethiopian government has long relied on the same arguments to defend its actions—falsely claiming that the Anti-Terrorism Proclamation copies equivalent European standards. The international community can no longer tolerate these kinds of wholly inadequate explanations, especially when respect for human rights impacts the prospects for growth and security on the continent so greatly. If we are serious about development and peace in Africa, we need to hold the Ethiopian government accountable and reinforce the proposition that there can be no robust, sustainable growth without respect for the fundamental rights for all Africans.

Bloggers charged with treason for using free software

Bloggers and human rights defenders held for more then 100 days and charged with treason for using free software

Joint statement by Front Line Defenders and Tactical Technology Collective on arrest of Zone9 bloggers: In the recent Zone9 Bloggers case in Ethiopia the authorities have fabricated charges of destabilising the nation and terrorism in an attempt to silence any independent voices talking about the human rights situation in the country.
Part of the supposed evidence they have presented to try to substantiate the charges is that the human rights defenders used some of the tools and tactics contained in the Security in-a-box package which is publicly available on the Internet.Zone 9 Bloggers in Ethiopia Jail
Security in-a-box is a collaborative project developed by Front Line Defenders and the Tactical Technology Collective. It was created to meet the digital security and privacy needs of advocates and human rights defenders to enable them to communicate securely online.
Security in-a-box includes a How-to Booklet, which addresses a number of important digital security issues. It also provides a collection of Hands-on Guides, each of which includes a particular freeware or open source software tool, as well as instructions on how you can use that tool to secure your computer, protect your information or maintain the privacy of your Internet communication.
The content of Security in-a-box is entirely legitimate, the software is all publicly available for free, and its use is consistent with international human rights law. The Ethiopian authorities have falsely suggested that the legitimate concerns of the human rights defenders about the privacy of their information and communications is evidence of inciting violence or seeking to overthrow the government.
Background
On 17 July 2014, the Ethiopian authorities formally charged ten human rights defenders and bloggers under anti-terrorism legislation. Seven of those charged are members of Zone9, while three others are independent journalists. With the exception of Soliana Shimelis, who was charged in absentia, the other six Zone9 members Mahlet Fantahun, Natnael Feleke, Befekadu Hailu, Atnaf Birhane, Zelalem Kibret and Abel Wabela, as well as journalists Tesfalem WaldyesEdom Kassaye, and Asmamaw Hailegiorgis have been in detention since 25 April 2014.
Zone9 is a group of bloggers and human rights defenders who discuss online issues of public interest in Ethiopia. Soliana Shimelis and her fellow bloggers are accused of having links to two Ethiopian groups, Ginbot 7 and the Oromo Liberation Front (OLF), which have been labelled “terrorist organisations” by the Ethiopian government since 2011.
Before these formal charges were brought on 17 July 2014, human rights defenders Mahlet Fantahun, Natnael Feleke, Befekadu Hailu, Atnaf Birhane, Zelalem Kibret, Abel Wabela, Tesfalem Waldyes, Edom Kassaye, and Asmamaw Hailegiorgis had been detained for over 80 days, which is the limit of detention without charge in Ethiopian law. They are accused of intending to “destabilise the nation” and of using their blogging as a cover for unlawful activities. Reportedly, human rights defender Natnael Feleke was accused of receiving cash, estimated at Birr 48,000 (about €1,780), from Ginbot7 for the purpose of inciting violence. The other bloggers are accused of receiving orders from Ginbot7 and OLF and of being part of a plan to organise terrorist acts and overthrow the government by force.
Soliana Shimelis has been accused of founding Zone9, co-ordinating communications between Zone9 and Ginbot7, and organising a security training for fellow bloggers using the ad hoc human rights training tool “NGO Security in a Box”, which is available online.
Mahlet Fantahun, Natnael Feleke, Befekadu Hailu, Atnaf Birhane, Zelalem Kibret, Abel Wabela, Tesfalem Waldyes, Edom Kassaye, and Asmamaw Hailegiorgis were all arrested during an operation launched by the Ethiopian police on 25 April 2014. This came just two days after Zone9 had announced that it would resume blogging after suspending its activities for approximately six months due to a series of threats against their members. Soliana Shimelis was charged in absentia and is not currently in custody.
Front Line Defenders and Tactical Technology Collective are concerned about the fact that these bloggers had been in detention without charge beyond the legal limits, in connection with their legitimate work in defence of human rights, and are further concerned by the targeting of human rights defenders in Ethiopia on the basis of alleged connections with “terrorist organisations”.

Ethiopia's "Terrorist" Journalists and Bloggers


NAIROBI, Kenya - A cursory glance at the headlines shows that Ethiopia has one of Africa's fastest growing economies. But the noise generated by the hyperbolic international media is drowning out the critical voices.
Political opposition is being strangled by the authorities as activists and journalists are arrested and thrown into jail at a dizzying pace.
On April 25 of this year, the Ethiopian government made news by arresting six bloggers and three freelance journalists. Setting a dangerous precedent for other governments in the region and beyond, authorities are now targeting youth online.
The nine writers are facing terrorism-related charges, standing accused of inciting violence through social media. The six bloggers are members of the online collective known as Zone 9. The moniker was chosen to represent the inalienable right to freedom of expression: journalists are often held in the section of Addis Ababa's Kality prison known as Zone 8.
"The government claims [those detained] are conspiring with foreign non-governmental organizations, human rights groups," said journalist Araya Getachew. "It also claims that they are also working for banned terrorist organizations trying to overthrow the state. This is totally false."
State crackdown online
Araya Getachew, 29, along with Mastewal Birhanu, 27, and Fasil Girma, 29, all sought refuge in Kenya following a state crackdown on media in Ethiopia. Some veteran journalists were not so fortunate: Woubshet Taye, Eskinder Nega and Reeyot Alemu have all been recently sentenced under a new media law.
Human Rights Watch is monitoring the situation. HRW stated: "Since Ethiopia's anti-terrorism law was adopted in 2009, the independent media have been decimated by politically motivated prosecutions under the law. The government has systematically thwarted attempts by journalists to establish new publications."
Critical blogs and websites are regularly blocked, says HRW. In 2012, even publishers which printed publications that criticized authorities ended up being shut down.
Mastewal was arrested last year alongside his editor for printing editions of the newspaper Feteh. The reason the authorities gave for shutting down the newspaper and arresting Mastewal and his editor was that they published news of the death of former Prime Minister Meles Zenawi before an official government announcement was made.
"The government confiscated and burned all 40,000 copies of the newspaper," Mastewal says. "I was put in jail and charged. I refused to plea bargain to help convict my editor. I left the country."
"For me," says Araya, "there's no doubt if I were in Ethiopia that I would have been arrested by now. Most bloggers and freelancers there are my friends."
All three Ethiopian journalists now live in Nairobi, Kenya's capital. Unlike most Ethiopian emigrants in Kenya, they are political, not economic, refugees.
Mastewal and Araya applied at the UN High Commission for Refugees, or UNHCR, to be resettled in Canada. They still await a response from the Canadian High Commission.
"We made our claim together with UNHCR," Araya said. "We have file numbers but nobody to call, no contact person at the high commission. They still have not told us when we'll be leaving for Canada."
Crusading journalism
Fasil founded a public forum in Ethiopia for journalists to discuss issues of corruption in government. Not long afterwards, he was all but chased out of the country.
"I left Ethiopia two years ago," he says. "I was doing research with Transparency International. We sent an anti-corruption report to the Ethiopian government for feedback and then the pressure became so intense that I had to leave."
The Ethiopian and Kenyan governments have recently started working together to combat the spread of terrorism across the region. This cooperation is making Nairobi-based Ethiopian journalists feel uneasy about speaking or writing freely.
"With the Kenyan security forces rounding up refugees," says Fasil. "I fear deportation. It's tough to go out and come back safely."
It is now over 100 days, and counting, since the six Zone 9 bloggers and the three freelance journalists were thrown into Ethiopian prison cells. For Fasil, like most political refugees, life in Kenya is tough. But, unlike Araya and Mastewal, he is not yet ready to give up and head to Canada.
