የኢትዮጵያ መንግሥት ገመና – ጋዜጠኛ ተመስገን ደሳለኝ (ከዝዋይ እስር ቤት)

በእስር ላይ ያለው የተደናቂው ጋዜጠኛ ተመስገን ደሳለኝ ሁለተኛውንና ‹የኢትዮጵያ መንግስት ገበና› የተሰኘው ጦማር ከዝዋይ እስር ቤት ወጥቷል፡፡ ተመስገን አብረውት የታሰሩ የፖለቲከኛ እስረኞች በሚታወቅበት የጋዜጠኝነት ችሎታው እየጠየቀና እያውጣጣ መፈጠራቸው የሚያስምሙ ታሪኮችን ለመልቀም እንደቻለ ጽሁፉን ያነበበ ይረዳዋል፡፡

ተመስገን ደሳለኝ

በዚህ አውድ ለማቅረብ የተገደድኩበትን ዘግናኝ ታሪክ፣ ወደር በሌለው አስከፊነቱ የተነሳ ለንባብ ባላበቃው በወደድኩ ነበር፡፡ ግና! ይህ መንግስታዊ የጭካኔ ተግባር፣ ዛሬም በምስኪን ዜጎች ላይ እየተፈፀመና ብዙዎችን ሰለባ እያደረገ በመሆኑ ህዝቡ ይህን ሊሸሸግ እየተሞከረ ያለውን መከራ ተረድቶ ሥርዓቱን በአደባባይ ዓመፅ “ሃይ!” ይል ዘንድ ትርክቴን ለማጠናቀር ተገድጄያለሁ፡፡ ለእስር ያበቃኝ የጋዜጠኝነት ሙያዬም ተጨማሪ ዕዳ ጭኖብኛል፡፡

“ጄል-ኦጋዴን”

ጄል ኦጋዴን በሱማሌ ክልል ርዕሰ-መዲና የሚገኝ፤ ለ800 እስረኞች ታቅዶ በ1992 ዓ.ም የተገነባ እስር ቤት ነው፡፡ የግቢውን ዙሪያ ከከበበው አጥር በግምት 15 ሜትር ፈንጠር ብሎ ሌላ ተደራቢ የድንጋይ አጥር ተበጅቶለታል፡፡ እስከ ሚያዝያ 24 1999 ዓ.ም ድረስ እስር ቤቱ በሌሎች የሀገሪቱ አካባቢዎች ካሉ መሰል ማጎሪያዎች ብዙም የተለየ አልነበረም፡፡ በዚህ በተጠቀሰው ቀን የኦጋዴን ነፃ አውጭ ግንባር (ኦብነግ) ታጣቂዎች፣ አቦሌ እና ሰንደሬ ወታደራዊ ካምፖችን ጨምሮ፣ በነዳጅ ዘይት ፍለጋ ላይ የተሰማሩ ቻይናውያን ባለሙያዎች መኖሪያ ሰፈር ላይ የሰነዘሩትን ከባድ ጥቃት ተከትሎ የፖለቲካ እስረኞች ብቻ የሚታጎሩበት እስር ቤት ከሆነ ወዲህ ግን በዋይታ የሚናወፅና በደም ጅረት የሚጥለቀለቅ ምድራዊ ሲኦል ለመሆን በቅቷል፡፡ መንግስት በጥቃቱ ከዘጠኙ ቻይናውያን ጋር 74 ሲቪል ዜጎችና ወታደሮች መገደላቸውን ቢያምንም፤ የአካባቢው የአይን እማኞች ከሰራዊቱ ብቻ እስከ 300 እንደተሰዉ ይናገራሉ፡፡ በሌላ በኩል ደግሞ ኦብነግ እንደ አል-ቃይዳ እና አል-ሸባብ የአባላቱን አስከሬን ትቶ የመሸሽ ልምድ ስለሌለው በቡድኑ ላይ የደረሰውን ጉዳት በትክክል ለማወቅ አዳጋች እንደሆነ ቀጥሏል፡፡

የሆነው ሆኖ ከዚህ ጥቃት በኋላ በቀድሞው ጠቅላይ ሚኒስቴር መለስ ዜናዊ የሚመራ አምስት ከፍተኛ ባለስልጣናትን ያካተተ የደህንነትና (ጄነራል ሳሞራ የኑስ እና ጌታቸው አሰፋ ያሉበት) የፀጥታ ኮሚቴ ተቋቁሞ የሚከተሉትን (ዛሬም ድረስ እየተተገበሩ ያሉ) አስቸኳይ ውሳኔዎችን አስተላልፏል፡፡ ‹‹ከጅጅጋ ውጭ ባሉ በክልሉ ማንኛውም የመንግስትም ሆነ የግል ተሽከርካሪ እንዳይንቀሳቀስ፣ ትዕዛዙን ጥሶ የተገኘ ከነጭነቱም ሆነ ተሳፋሪዎቹ በከባድ መሳሪያ እንዲመታ፤ አብዛኛውን ህዝብ በፍጥነት ከመኖሪያ ቀዬው በማፈናቀል ለቁጥጥር ወደሚያመቹ ከተሞች ማስፈር (በ2006 ዓ.ም መጀመሪያ የፌዴሬሽን ምክር ቤት አፈ-ጉባኤ ካሳ ተክለብርሃን 2300 መንደሮችን ወደ ተመረጠ ቦታ ማስፈሩ እንደተሳካ መናገሩን ልብ ይሏል)፤ ወታደራዊ መኪና ላይ ምንም አይነት የደፈጣ ጥቃት ከደረሰ በአቅራቢያው የሚገኝ መንደርን ያለርህራሄ ማውደም (ለማሳያ ያህልም ፍልቼ፣ ቃሙዳ፣ ሳስባኒ፣ ሁለሌ፣ ለንካይርተ፣ ቻለሌን… የመሳሰሉ ከተሞች ወደ ፍርስራሽነት መቀየራቸውን መጥቀስ ይቻላል) እና ከአንድ ሻምበል ያነሰ ኃይል ለአስቸኳይ ጉዳይም ቢሆን ከቦታ ቦታ እንዳይንቀሳቀስ›› የሚል እንደነበር ይታወሳል፡፡ ከዚህ በኋላም ኤታማዦር ሹሙ ጄነራል ሳሞራ የኑስ በክልሉ የሚገኘውን የደቡብ ምስራቅ ዕዝ ወታደራዊ አዛዦችን በቪዲዮ ኮንፈረንስ ሰብስቦ ማብራሪያ ሰጥቶ ሲያበቃ ውሳኔውን ያለምንም ማቅማማት ተግባራዊ እንዲያደርጉት በጥብቅ አሳስቧል፡፡

ደቡብ ምስራቅ ዕዝ ከኢትዮ-ኤርትራ ጦርነት (ከ1993 ዓ.ም) በኋላ በምስራቅ ኢትዮጵያ የሰፈረ ሲሆን እስከ ታህሳስ 1999 ዓ.ም ድረስ በሜ/ጀነራል ባጫ ደበሌ ሲመራ ቆይቷል፡፡ ከታህሳስ 1999 እስከ 2000 ዓ.ም ደግሞ ብርጋዴር ጄነራል ስዩም አስተዳድሮታል፤ በዚሁ ዓመት ከጥቅምት እስከ ሚያዚያ ድረስ ባሉት ጊዜያትም በብ/ጄነራል ሙሉጌታ በርሄ ስር የቆየ ሲሆን፤ ከሚያዚያ 2000 ዓ.ም አንስቶ አሁን ድረስ እየተመራ የሚገኘው በሌ/ጄነራል አብርሃም ወ/ማርያም (ቅፅል ስሙ ‹‹ኳርተር››) እንደሆነ ይታወቃል፡፡

ከዚህ ዕዝ ውስጥ በዋናነት ሶስት ክፍለ ጦሮች (12ኛ፣ 13ኛ እና 32ኛ) ክልሉን ሶማሊያ ድንበር ድረስ እንዲቆጣጠሩት ተመድበዋል፡፡ ሰፈራቸውን ነገሌ ቦረና ያደረጉት 43ኛ እና 44ኛ ክፍለ ጦሮችም፣ ኦጋዴን ድረስ እንዲንቀሳቀሱ ትዕዛዝ ተሰጥቷቸዋል፡፡ በአናቱም የአግአዚ ኃይል በቀድሞ ምክትል አዛዡ ብ/ጄኔራል ገ/መድህን ፈቀደ (‹‹ወዲ ነጮ››) ስር ሆኖ አልፎ አልፎ በተደራቢነት እየተላከ በነዋሪዎቹ ላይ በደረሰው ጅምላ ጭፍጨፋ እና ዘግናኝ የሰብዓዊ መብት ጥሰት የተሳተፈ ስለመሆኑ ከወታደራዊ መረጃ ምንጮቼ ሰምቻለሁ፡፡ ይህም ሆኖ ለደረሱ እልቂቶችና ጭፍለቃዎች በግንባር ቀደምትነት ተጠያቂ ተደርገው የሚጠቀሱት ከጄነራል ሳሞራ፣ ከጀኔራል ‹‹ኳርተር›› እና ከክልሉ ፕሬዝዳንት በተጨማሪ በብ/ጄነራል በየነ ገ/እግዚአብሔር (‹‹ወዲ አንጥር››) የተመራው 12ኛ ክ/ጦር እና በብ/ጄነራል ፀጋዬ ገ/ጨርቆስ (‹‹ጀብጀብ››) ዕዝ ስር የነበረው 13ኛ ክ/ጦር እንደሆነ ይነገራል፡፡ ኦብነግ በስፋት ይንቀሳቀስባቸዋል ተብለው የሚታሰቡት፡- ደገሃቡር፣ ቀብሪደሃር፣ ዋርደር፣ ጎዴ እና ቪቅ ከተሞች መደበኛ የጦር ቀጠናዎች ከሆኑ 15 አመት ያለፋቸው በመሆኑ፣ ከሌሎች የክልሉ አውራጃዎች በተለየ ሁኔታ የችግሩ ቀጥተኛ ተጠቂ ሆነዋል፡፡ የኢትዮጵያ መንግስትም የሚፈፅማቸውን ኢ-ህገ መንግስታዊ ድርጊቶች ለመሸፈን እንደ ቀይ መስቀል፣ ዓለም-አቀፍ ሚዲያዎች፣ ግብረሰናይ ድርጅቶችና መሰል ተቋማት ከጅጅጋ ውጪ እንዳይንቀሳቀሱ በኃይል አግዷል፡፡ ይህ ኩነትም በ ዙ-23 እና በሌሎች ከባድ መሳሪያዎች ተደብድበው ከምድረ-ገፅ የጠፉ መንደር ነዋሪዎች፣ የቤት እንስሳት እና ቁሳዊ ንብረቶች በአንድነት ተቃጥለው መውደማቸውን ዛሬም ድረስ በምስጢርነት ሸሽጎ ለማቆየት አስችሎታል፡፡

የሆነው ሆኖ የመከላከያ ሰራዊቱ እና በክልሉ ከ70-80 በመቶ በሚሆኑ አካባቢዎች ላይ መንቀሳቀስ የቻለው ኦብነግ፣ ቢያንስ በሳምንት አንድ ጊዜ ከባድ ውጊያ እንደሚያደርጉ ይታወቃል፡፡ በእርግጥ ግጭቱ አሁንም ሳያበራ የመቀጠሉ ምክንያት አማፂው ቡድን ያን ያህል ከመንግሥት አቅም በላይ ሆኖ አይደለም፤ ይልቁንም የጄነራሎቹ እጅ በዘወርዋራ ስላለበት መሆኑን ወታደራዊ ምንጮቼ ያስረግጣሉ፡፡ ‹‹የኦብነግ ህልውና በተለይም ለከፍተኛ መኮንኖች ዋነኛ ንግድ (ቢዝነስ) ነው›› ይላሉ፡፡ የክልሉ መንግስት ‹‹የመረጃ እና ፀጥታ ባጀት›› በሚል ሽፋን በዓመት የሚመድበውን ከ30 ሚሊዮን ብር በላይ የህዝብ ሀብት እንዲያወራርዱ አዛዦቹ አይገደዱም፡፡ መከላከያ ራሱም ‹‹የመረጃ እና የበረሃ ፍሳሽ›› በሚል የሚበጅተው አመታዊ ወጪ በብዙ ሚሊዮን ብሮች የሚቆጠር እንደሆነ ይታወቃል፡፡ ይህ በጀት እስከ ኃይል አመራሮች ድረስ ወርዶ እንደየድርሻቸው መጠን የሚመዘበርበት አሰራርም ተዘርግቶለታል፡፡ እናም ጀነራሎቹ ኦብነግ ሙሉ በሙሉ ተወግዶ የገቢ ምንጫቸው እንዳይደርቅም ሆነ፤ ከአቅም በላይ ተጠናክሮ በብቃት ማነስ እንዳያሳጣቸው (እንዳያስወቅሳቸው) ተቆጣጥረው ለመዝለቅ የቻሉበትን ቀመር እንዲከተሉ ይህ የገቢ ምንጭነት ገፊ ምክንያት መሆኑ ይነገራል፡፡ ሌላው ቀርቶ ከመከላከያ ሠራዊቱ እና ከፌዴራል ፖሊስ በተጨማሪ በቀጥታ የክልሉ አስተዳደር የሚያዝዘውና ‹‹ልዩ ኃይል›› ተብሎ የተቋቋመው ታጣቂ ቡድን ዛሬም ድረስ የሎጅስቲክ አቅርቦቱን ያለጨረታ ጠቅላላ የያዘችው የሜ/ጀነራል ዮሐንስ ወ/ጊዮርጊስ (በአሁኑ ወቅት ጀነራል አበባውን ተክቶ የማዕከላዊ ዕዝ አዛዥ ነው) ባለቤት ሃዋ መሆኗ በራሱ የሚነግረን ነገር አለ፡፡ (በነገራችን ላይ ክልሉን የሚያስተዳድሩት በህዝብ የተመረጡት ሳይሆኑ ‹‹የፀጥታ አማካሪ›› በሚል በየወረዳው የተመደቡ የሻለቃ ወይም የሻምበል አዛዦች ከጀርባ ሆነው ነው፡፡ ለነርሱ ያልተመቸ ኃላፊን በሌላ እስከመቀየር ድረስ የሚንጠራራ ስልጣን አላቸው፡፡ የፕሬዚዳንት አብዲና እና የጄነራል ‹‹ኳርተር››ን የ‹‹ሥራ ግንኙነት›› መመልከቱ ጉዳዩን ፍንትው አድርጎ ለመረዳት ያስችላል፡፡ በርግጥም አስራ ሦስት ፕሬዚዳንቶች የተፈራረቁበት ክልል ዛሬ እንዲህ በጨካኙ አብዲ መርጋት መቻሉ እንቆቅልሽ ሊሆን አይችልም)፡፡

‹‹ጄል-ኦጋዴን›› ከደረቅ ወንጀለኞች ማረሚያነት፣ በኦብነግ አባልነት የሚጠረጠሩ ንፁሃንን ወደማሰቃያ እስር ቤት እንዲቀየር የተደረገበት መግፍኤ ከላይ የጠቀስኩትን (የ1999 ዓ.ም የኃይል ጥቃትን) ተከትሎ ሟቹ አምባ-ገነን ጠ/ሚኒስቴር በደህንነት ኮሚቴው ስም የሰጠው ትዕዛዝ ነው፡፡ መቼም ዕድል ፊቷን አዙራበት ወደዚህ ግቢ የተላከ ምስኪን፣ በቀን አንድ መናኛ እንጀራ እየተወረወረለት፣ በ‹‹ምርመራ›› ስም የተወለደበትን ቀን ከመርገም አልፎ ዘላለማዊ ዕረፍት የሚያጎናፅፈው መልአከ-ሞት ቶሎ መጥቶ እንዲገላግለው እስከመናፈቅ ለሚያደርስ ስቀየት (ቶርቸር) ይዳረጋል፡፡ እስር ቤቱ የተገነባው 800 ታሳሪዎችን ታሳቢ ተደርጎ ቢሆንም፣ ወደምድራዊ ገሃነም ከተቀየረ ወዲህ ግን ከ5000 በላይ ሰዎች የሚታጎሩበት የሰቆቃ ግቢ ሆኗል፡፡ ሁሉም ታሳሪዎች ከጠዋት 2፡30 እስከ 7፡00 ሰዓት ድረስ አንድ ቦታ ተሰብስበው ክብርን፣ ሞራልን እና ሰብዕናን የሚያጎድፍ ግፍ ይፈፀምባቸዋል፡፡

በተለይም ሴት እስረኞች በየተራ እንዲቆሙ ይደረግና ወንዱ አንድ በአንድ እየተነሳ ሴተኛ አዳሪ መሆኗን፣ እሱ እና ጓደኞቹ ከእርስዋ ጋር ግብረ-ስጋ ግንኙነት መፈፀማቸውን፣ ወዘተ እንዲናገር ይገደዳል፡፡ ይህንን ለማድረግ ፈቃደኛ ሆኖ ካልተገኘም በጨካኝ ታጣቂዎቹ ፍዳውን ይበላል፡፡ ሁኔታውን መራር የሚያደርገው ደግሞ ‹‹ስብሰባው›› ሲጠናቀቅ፣ ሰብሳቢው እስረኞቹ ወደየክፍላቸው እንዲገቡ ትዕዛዝ የማይሰጥ መሆኑ ነው፤ ይልቁንም ወፋፍራም ዱላ ጨብጠው ዙሪያውን ለከበቡት ፖሊሶች በአይኑ ምልክት ያስተላልፋል፤ ይሄኔ በያዙት ቆመጥ ከአቅራቢያቸው ያገኙትን ሁሉ መቀጠቀጥ ይጀምራሉ፤ እስረኛውም ከዱላው ውርጅብኙ ለማምለጥ ባገኘው አቅጣጫ ይተራመሳል፡፡ እንዲህ ዓይነቱ ድርጊት በየቀኑ የተለመደ በመሆኑ የዕለቱ ፕሮግራም ሊገባደድ በተቃረበ ቁጥር፣ ሁሉም ለመሸሽ ዝግጁ ሆኖ ይጠባበቃል፤ ከድብደባው ማምለጡ ግን ብዙም የሚሳካ አይሆንም፡፡

በ‹‹ጄል-ኦጋዴን›› ሴት እስረኞችን አስገድዶ መድፈር፣ ሙዝ ልጦ እንደመብላት ቀላል ከሆነ ሰነባብቷል፡፡ በዚህም በርካቶች በየጊዜው ለውርጃ ወደሆስፒታል ሲላኩ ይስተዋላል፡፡ አልፎ አልፎ እዚያው ለመውለድ የሚገደዱ እህቶችም አሉ፡፡ አብዛኞቹ ሴት እስረኞች ፀጉራቸውን ከማሳደግ ይልቅ መላጨትን ይመርጣሉ፤ ምክንያቱ ደግሞ የሚፈፀምባቸው ስቅየት የበሰበሱ ቆሻሻዎችንና ፈሳሽ-ሰገራዎችን ፀጉራቸው ላይ መደፋትን ስለሚያካትት ነው፡፡ ከዚህ በተጨማሪ እዚህ ቦታ ሴቶች አንድ ላይ እንዲሰበሰቡ እና ልብሶቻቸውን እንዲያወልቁ ከተደረገ በኋላ እርቃናቸውን የሚገረፉበት ጊዜም እንዳለ ከአይን እማኞች ሰምቻለሁ፡፡ ከሁሉ የከፋው ደግሞ ንፅህናን ካለመጠበቅና በምግብ እጥረት የሚነዛው ወረርሽኝ ነው፡፡ በ2004ዓ.ም. መጀመሪያ አካባቢ በሽታው ተከስቶ አንድ ወር ባልሞላ ጊዜ ውስጥ ብቻ 700 ያህል ሰዎች በሞት መቀጠፋቸው ይነገራል፡፡ በወቅቱ አስከሬን ቶሎ ስለማይነሳ እስረኞቹ ከአስከሬኑ ጋር እስከ 3 ቀን ድረስ ጋር ለመቆየት ይገደዱ ነበር፡፡

በ‹‹ጄል-ኦጋዴን›› ግቢ ከሚገኙ ማጎሪያዎች መካከል 3ኛ፣ 4ኛ፣ 7ኛ እና 8ኛ ክፍሎች ‹‹የቅጣት ቤት›› ሲሆኑ፤ አሰራራቸውም ሶስት በሶስት ሜትር የሆነ እጅግ በጣም ጠባብ፤ ውስጣቸውም ሃምሳ ሳንቲ-ሜትር ጥልቀት ባለው ውሃ የተሞላ ነው፡፡ እያንዳንዱ ክፍልም የግድ ከ25 እና ከዚያ በላይ እስረኞች እንዲይዝ ስለሚደረግ ለቅጣት ወደግቢው የተላከ እስረኛ ለሳምንት ያህል እንቅልፍ በዓይኑ ሳይዞር ለመሰንበት ይገደዳል፡፡ በአናቱም የመከላከያ ሰራዊት አባላት ወደዚህ ግቢ እየተላኩ ስቅየትም ሆነ ግድያ እንደሚፈፀምባቸው ሰምቻለሁ፡፡ በግቢው ለአራት ወራት ገደማ ያሳለፈው ሀሰን፣ በውል በማያስታውሰው በአንድ የተረገመ ቀን 3 ወታደሮች ሲረሸኑ ማየቱንና ከመካከላቸው አንዱም ‹‹እባካችሁ አትግደሉኝ! የ3 ልጆች አባት ነኝ!›› እያለ ሲማፀን መስማቱን ያስታውሳል፡፡ እስረኞቹ ላይ የጭካኔ ተግባር የሚፈፅሙት ደግሞ ከዚህ ቀደም ‹‹አል-ኢትሀድ አል-ኢስላሚያ›› በሚል ስም ተደራጅቶ ሲንቀሳቀስ፤ በኦብነግ ተሸንፎ ከኦጋዴን የተባረረው አማፂ ቡድን አባላት የነበሩ ናቸው፡፡ እነዚህ ሰዎች መንግስት ምህረት አድርጎላቸው ወደ ሰላማዊ ህይወት ከተመለሱ በኋላ የክልሉ ፕሬዝዳንት አብዛኛውን አሰባስቦ ‹‹ልዩ ኃይል›› ብሎ አደራጅቷቸው ሲያበቃ፤ ከኦብነግ ጋር ተያይዞ የሚጠረጠሩ እስረኞች ላይ ያሻቸውን እንዲፈፅሙ ባልተፃፈ ሕግ ስልጣን ሰጥቷቸዋል፡፡ እነርሱም የቀድሞ ሽንፈታቸውን ለመበቀል እንደ መልካም አጋጣሚ እየተጠቀሙበት ይገኛሉ፡፡ ዛሬ በክልሉ ከተሞች በሚገኙ የተለያዩ የእስር ቤት ግቢዎች ውስጥ የጅምላ መቃብር መመልከት አስገራሚነቱም አስደንጋጭነቱም እየቀረ የመጣው ከዚህ አኳያ ይመስለኛል፡፡

ፍርድ ቤቱ የሰማያዊ አባልን የክስ መከላከያ ውድቅ አደረገ


ህዳር 27 እና 28/2007 ዓ.ም በ9ኙ ፓርቲዎች ትብብር ተዘጋጅቶ ለነበረው የአዳር ሰላማዊ የተቃውሞ ሰልፍ የቅስቀሳ በራሪ ወረቅት ሲበትን ለእስር የተዳረገው የሰማያዊ ፓርቲ አባል በፌደራል አቃቤ ህግ ለቀረበበት ክስ ያቀረበው መቃወሚያ ሙሉ ለሙሉ ውድቅ ተደረገ፡፡

ዛሬ ታህሳስ 14/2007 ዓ.ም በፌደራል የመጀመሪያ ደረጃ ፍርድ ቤት መናገሻ ምድብ 2ኛ ወንጀል ችሎት የቀረበው አቶ ሲሳይ ዘርፉ ‹‹…‹ነጻነት ለፍትሓዊ ምርጫ› ለመላው ለውጥ ፈላጊ ኢትዮጵያዊ ሁሉ….ተብሎ የተጻፈበት በራሪ ወረቀቶች ለህብረተሰቡ ሲያከፋፍል እጅ ከፈንጅ በመያዙ በፈጸመው የሐሰት ወሬን በማውራት ህዝቡን ማነሳሳት ወንጀል…›› በፌደራል አቃቤ ህግ መከሰሱ የሚታወስ ሲሆን፣ ይህን ክስ ለመቃወም ያቀረበው የጽሑፍ መቃወሚያ በፍርድ ቤቱ ውድቅ መደረጉን ለማወቅ ተችሏል፡፡

Former US Diplomat Calls for Free and Fair Elections in Ethiopia

(VOA News) – Former US Assistant Secretary of State for African Affairs Herman Cohen said Ethiopia should not be afraid to have free and fair elections or a free press.

Cohen said the government is doing good things that it can win an election on, such as creating jobs, carrying on infrastructure development and boosting trade. But he cautioned that the government has made no move to implement his suggestions.

“Ethiopia, I believe, should open up more toward multiparty democracy. Right now, you have opposition parties that exist, but they really do not have much access to the public. The press really does not give them much voice, and journalists have been imprisoned for saying things that the government doesn’t like. So, I think it’s time for the government to loosen up because they are doing good things in Ethiopia,” he said.

But Berhanu Nega, professor of economics at Bucknell University and former leader of the Coalition for Unity and Democracy in Ethiopia, said the government can never have free and fair elections.
“The reason why there’s so much repression, the reason why there’s so much muzzling of the press, the reason why the Ethiopian government is arresting opposition figures inside the country is precisely because they know that this is a despised government. It cannot last a day in an environment of freedom. This is a government that will lose catastrophically if there were [a] free and fair election,” Nega said.

Cohen also said he wanted to set the record straight about his recommendation during a London Conference on Ethiopia and Eritrea and Port Assab.

He said he did not say the port belongs to Ethiopia, contrary to what some in Ethiopia had attributed to him, and that he only recommended Ethiopia and Eritrea maintain a common economic union after Eritrea’s independence allowing Ethiopia to use the port.

“There are some people in Ethiopia who said that during the London Conference of 1991 I recommended that the Port of Assab belonged to Ethiopia. This is not correct. What I recommended was Ethiopia and Eritrea maintain a common economic union after Eritrea’s independence and, in that way, Ethiopia could use the Port of Assab,” he said.

Cohen said that before the war of 1998, Ethiopia used a section of the port for their imports and exports, which means that Assab did not belong to Ethiopia, but it had access to an exclusive zone.
He said the port should be the sovereign territory of Eritrea, but that Ethiopia should have the right to use it.

ምንም እንኳን የመሳሪያና የዱላ እሩምታውን ቢያወርድበት፤ ቆራጡ የባህር ዳር ህዝብ ይህንን ተቋቁሞ ምሬቱን መግለጽ ብቻ ሳይሆን ከትግል አጋሩ ከኢትዮጵያ ህዝብ ጋር፤ ይህንን የበሰበሰ ስርአት ከተከሻው አሽቀንጥሮ የሚጥልበት ጊዜ ሩቅ አይደለም። የወያኔ ሰርአት ላለፉት 23 አመታት በተለያዩ ክልሎች ተመሳሳይና ከዚህም የከፉ የጅምላ ጭፍጨፋና የዘር ማጥፋት ድርጊቶች በኢትዮጵያውያን ላይ ሲፈጽም ቆይቷል። የአንዱ ኢትዮጵያዊ ጥቃት የሁሉም ኢትዮጵያዊ ጥቃት መሆኑን አምነን በአንድነት በመቆም ስርአቱን ለማስወገድ ካልታገልን፤ ወያኔ ስልጣኑን ለማራዘም ወደፊት ከዚህ የከፉ ድርጊቶች እንደሚፈጽም ያሳለፍነው የ23 አመት የመከራ ታሪክ ማሳያ ሊሆነን ይገባል።

ይህን አገር በቀል የቅኝ አገዛዝ፤ ዘረኛና ጨካኝ ሰርአት ለማስወገድ የኢትዮጵያን ሕዝብ መሰረት ያደረገ ሁሉንም አካላት የሚወክልና ትግሉን በአንድ ማእከል የሚመራ ጠንካራ የአንድነት ሃይል መክሮና ተስማምቶ ማቋቋም አማራጭ የሌለው መፍትሄ መሆኑን ድርጅታችን በጽኑ ያምናል። በዚህም መሰረት የሽግግር ምክር ቤቱ ይህንን የትግል አስተባባሪና መሪ አካል በጋራ ለማቋቋም ከተለያዩ ድርጅቶች ጋር የሁለትዮሽ ውይይቶችን በማድረግ ላይ ይገኛል። በዚህ አጋጣሚ ሀገር ወዳድና ነጻነት ናፋቂ ወገን ሁሉ ተመሳሳይ ጥረትና ግፊት እንዲያደርግ ሀገራዊ ጥሪ እናቀርባለን።

በእምነት ቦታ ይገባኛል ነዋሪዎች ባሰሙት ጥያቄ ኢህአዴግ የጥይት መልስ ሰጠ፡፡ ድርጊቱን በምስል በማያያዝ በተለያዩ ማኅበራዊ ገጾች ያሰራጩት ክፍሎች አዛውንትና መነኮሳት ሳይቀሩ መደብደባቸውንና መቁሰላቸውን በምስል አስደግፈው አመልክተዋል፡፡

አኻዙ በትክክለኛው ባይታወቅም አምስት የሚደርሱ ሰዎች ሕይወታቸው እንዳለፈ በማኅበራዊ ገጾች የተበተኑት መረጃዎች ይጠቁማሉ፡፡ አንዳንድ የድረገጽ ዜናዎችም በአኻዝ ከመለያየት በስተቀር የግድያውንና የድብደባውን መጠን በመግለጽ ዜናቸውን አስፍረዋል፡፡

ድርጊቱን የፈጸመው ኢህአዴግ ስለሞቱትና ስለተደበደቡት መነኮሳትና አዛውንት እንዲሁም ሌሎች ወገኖች ይህንን መረጃ እስካጠናቀርንበት ጊዜ ድረስ ይፋዊ ማስተባበያ አልሰጠም፡፡ ይልቁንም ከሁለት ሳምንት በፊት ኢህአዴግ የፌዴራል ምክት ሚ/ሩን በፖሊስ ፕሮግራም በማቅረብ የፌስቡክ ዜናዎችን አትመኑ በማለት ማሳሰቢያ ሲሰጥ ነበር፡፡
“ነገረ ኢትዮጵያ” የተሰኘው የፌስቡክ ገጽ ቀበሌ፣ ወሰንና የምክርቤት ስም ጠቅሶ የተፈጠረውን ሁኔታ ከዚህ እንደሚከተለው አስፍሮታል፡፡


“የአማራ ክልል አስተዳደር የቤተ ክርስቲያን ንብረት የሆነውን የታቦት ማደሪያ ለመንገድና ለጥቃቅንና አነስተኛ ሱቆች መስሪያ እንዲነጠቅ ማዘዙን ተከትሎ በቤተ ክርስቲያን የተጠራው ተቃውሞ አሁንም ድረስ እንደቀጠለ መሆኑን የነገረ ኢትዮጵያ ምንጮች ገልጸዋል፡፡ ከታቦት ማደሪያው 9 ሜትር ገብቶ መንገድ እንዲሰራ እንዲሁም ቀሪው ለጥቃቅንና አነስተኛ ሱቆች እንዲሰጥ አስተዳደሩ ማዘዙን ተከትሎ ታቦት ማደሪያውን ከነገ ህዳር 10/2007 ዓ.ም ጀምሮ ሊፈርስ እንደነበር መረጃው የደረሳት ቤተ ክርስቲያን ለህዝበ ክርስቲያኑ አስቸኳይ ጥሪ ማስተላለፏ ታውቋል፡፡ ህዝቡም “በቅዱስ ጊዮርጊስ ቤተክርስቲያን ተገናኝተን በእግዚያብሄር ስም በአስቸኳይ ጠርተንዎታል” በሚል በቀረበለት ጥሪ መሰረት ዛሬ ጠዋት ተቃውሞውን የጀመረ ሲሆን አሁንም ድረስ እንደቀጠለ ተገልጾአል፡፡ ህዝቡ ቀበሌ 10 በሚገኘው አዲሱ ምክር ቤት እንዲሁም በዚሁ ቀበሌ በሚገኘው የቀድሞው ምክር ቤት በመገኘት ተቃውሞውን እየገለጸ ይገኛል፡፡ በተለይ በአዲሱ ምክር ቤት ተገኝቶ ተቃውሞውን እያሰማ የሚገኘውን ህዝብ በኃይል ለመበተን ጥረት እየተደረገ እንደሚገኝ ከቦታው የደረሰን መረጃ ያመለክታል፡፡”

ግድያውንና ድብደባውን በተመለከተ “የክልሉ መስተዳድር ድርጊቱን እንደፈጸመ አድርገው የሚወጡት ዘገባዎች ትክክል አይደሉም፤ መስመርም ያስታሉ፤ ዋንኞቹን ወንጀለኞች ከደሙ የነጹ ያደርጋቸዋል” በማለት ቅሬታቸውን ለጎልጉል የድረገጽ ጋዜጣ የሰጡ ወገኖች “በየትኛውም የአገሪቱ ክልሎችም ሆነ ከተሞች ለሚፈሰው ደምና ለሚጠፋው ሕይወት ግምባር ቀደም ተጠያቂው ህወሃት/ኢህአዴግ እንደሆነ ሊሰመርበት ይገባል” ሲሉ ማሳሰቢያ ሰጥተዋል፡፡

ይህ በእንዲህ እንዳለ “በቁጥጥር ሥር ውሏል” የተባለው የሙስሊሙ ተቃውሞ በድንገት መካሄዱ ታውቋል፡፡ በአዲስ አበባ ኑር መስጊድ የተካሄደውን ተቃውሞ አስመልክቶ የተለያዩ የማኅበራዊ ገጾች በተለይም የሙስሊሙን ጉዳይ በመከታተል ይፋ የሚያደርጉ መገናኛዎች እንዳስታወቁት ተቃውሞው የተካሄደው ኢህአዴግ ከሚጠብቀውና ከሚገምተው ውጪ ነበር፡፡ እንደወትሮውም የጥሪ ማስታወቂያና ቅስቀሳ አስቀድሞ አልተካሄደም በማለት ዘግበዋል፡፡ ተቃውሞው ውጤታማ፣ ግቡን የመታና የተጠናከረ ቅንብር እንደነበረው የታዘቡ ይናገራሉ፡፡

World’s worst jailers – Ethiopia ranked the 4th – CPJ

More than 200 journalists are imprisoned for their work for the third consecutive year, reflecting a global surge in authoritarianism. China is the world’s worst jailer of journalists in 2014. A CPJ special report by Shazdeh Omari

The Committee to Protect Journalists identified 220 journalists in jail around the world in 2014, an increase of nine from 2013. The tally marks the second-highest number of journalists in jail since CPJ began taking an annual census of imprisoned journalists in 1990, and highlights a resurgence of authoritarian governments in countries such as China, Ethiopia, Burma, and Egypt.

China’s use of anti-state charges and Iran’s revolving door policy in imprisoning reporters, bloggers, editors, and photographers earned the two countries the dubious distinction of being the world’s worst and second worst jailers of journalists, respectively. Together, China and Iran are holding a third of journalists jailed globally—despite speculation that new leaders who took the reins in each country in 2013 might implement liberal reforms.

The 44 journalists in Chinese jails are a jump from 32 the previous year, and reflect the pressure that President Xi Jinping has exerted on media, lawyers, dissidents, and academics to toe the government line. In addition to jailing journalists, Beijing has issued restrictive new rules about what can be covered and denied visas to international journalists. Coverage of ethnic minority issues continues to be sensitive; almost half of those jailed are Tibetan or Uighur, including academic and blogger Ilham Tohti and seven students imprisoned for working on his website, Uighurbiz. Twenty-nine of the journalists behind bars in China were held on anti-state charges. (Read detailed accounts of each imprisoned journalist here.)

The administration of Iranian President Hassan Rouhani has also maintained repressive measures against the press. This year, Iranian authorities were holding 30 journalists in jail, down from 35 in 2013 and a record high of 45 in 2012. CPJ’s 2014 International Press Freedom Award winner Siamak Ghaderi was released from prison in July, but that same month, Iranian authorities jailed Jason Rezaian, a Washington Post reporter. By late 2014, the government had still not disclosed the reason for Rezaian’s arrest or the nature of charges against him.

The list of the top 10 worst jailers of journalists was rounded out by Eritrea, Ethiopia, Vietnam, Syria, Egypt, Burma, Azerbaijan, and Turkey. The prison census accounts only for journalists in government custody and does not include those in the captivity of nonstate groups. For example, CPJ estimates that approximately 20 journalists are missing in Syria, many of whom are believed held by the militant group Islamic State.

Turkey, which was the world’s worst jailer in 2012 and 2013, released dozens of journalists this year, bringing to seven the number of journalists behind bars on the date of CPJ’s census. However, on December 14, Turkey detained several more journalists—along with television producers, scriptwriters, and police officers—and accused them of conspiring against the Turkish state, according to news reports. The detentions were born of a political struggle between President Recep Tayyip Erdoğan and the ruling party and the movement led by U.S.-based cleric Fethullah Gülen, and included the editor-in-chief of one of Turkey’s largest dailies, Zaman, which is aligned with Gülen.
In Eritrea, which has consistently ranked among the world’s worst jailers and is ranked third this year, authorities are holding 23 journalists, all without charge, and have refused to disclose the prisoners’ health or whereabouts. In 2014, CPJ conducted a fresh investigation into the status of long-held prisoners in the extremely repressive country; the probe led to the addition or removal of a handful of cases but yielded little information about many of those long jailed.

A state crackdown on independent publications and bloggers in Ethiopia this year more than doubled the number of journalists imprisoned to 17 from seven the previous year, and prompted several journalists to flee into exile, according to CPJ research.

For the first time since 2011, Burma had journalists in jail on the date of CPJ’s census: at least 10 were imprisoned, all on anti-state charges. In July, five staff members of the Unity weekly news journal were sentenced to 10 years in prison each under the 1923 Official Secrets Act. Rather than reforming draconian and outdated security laws, President Thein Sein’s government is using the laws to imprison journalists.

In Azerbaijan, authorities were jailing nine journalists, up one from the previous year. Amid a crackdown on traditional media, some activists took to social networking sites in an attempt to give the public an alternative to state media. CPJ’s list does not include at least four activists imprisoned in Azerbaijan this year for creating and managing Facebook groups on which they and others posted a mix of commentary and news articles about human rights abuses and allegations of widespread corruption.

Egypt more than doubled its number of journalists behind bars to at least 12, including three journalists from the international network Al-Jazeera.

In recent years, journalist jailings in the Americas have become increasingly rare, with one documented in each 2012 and 2013. This year, the region has two: a Cuban blogger was sentenced to five years in prison in retaliation for his critical blog, and in Mexico, an independent journalist and activist for Mayan causes has been charged with sedition.

Other trends and details that emerged in CPJ’s research include:

The 220 journalists jailed around the world compares with the 211 CPJ documented behind bars in 2013. The 2014 tally ranks the second highest behind 2012, when CPJ documented 232 journalists jailed in relation to their work.

Worldwide, 132 journalists, or 60 percent, were jailed on anti-state charges such as subversion or terrorism­. That is far higher than any other type of charge, such as defamation or insult, but roughly in line with the proportion of anti-state charges in previous years.

Twenty percent, or 45, of the journalists imprisoned globally were being held with no charge disclosed.
Online journalists accounted for more than half, or 119, of the imprisoned journalists. Eighty-three worked in print, 15 in radio, and 14 in television.

Roughly one-third, or 67, of the journalists in jail around the world were freelancers, around the same proportion as in 2013.

The number of prisoners rose in Eritrea, Ethiopia, China, Bangladesh, Thailand, Azerbaijan, Bahrain, Egypt, Israel and the Occupied Palestinian Territories, and Saudi Arabia.
Countries that appeared on the 2014 prison census after jailing no journalists in the 2013 survey were Cameroon, Swaziland, Mexico, Cuba, Burma, and Belarus.

CPJ defines journalists as people who cover the news or comment on public affairs in media, including print, photographs, radio, television, and online. In its annual prison census, CPJ includes only those journalists who it has confirmed have been imprisoned in relation to their work.

CPJ believes that journalists should not be imprisoned for doing their jobs. The organization has sent letters expressing its serious concerns to each country that has imprisoned a journalist. In the past year, CPJ advocacy led to the early release of at least 41 imprisoned journalists worldwide.
CPJ’s list is a snapshot of those incarcerated at 12:01 a.m. on December 1, 2014. It does not include the many journalists imprisoned and released throughout the year; accounts of those cases can be found at www.cpj.org. Journalists remain on CPJ’s list until the organization determines with reasonable certainty that they have been released or have died in custody.

Journalists who either disappear or are abducted by nonstate entities such as criminal gangs or militant groups are not included on the prison census. Their cases are classified as “missing” or “abducted.”

220 journalists are now in prison across the world


A state crackdown in Ethiopia on independent publications and bloggers more than doubled the number of journalists imprisoned there to 17 from seven the previous year, prompting several journalists to flee into exile.



More journalists are in jail across the world at present than a year ago. According to the Committee to Protect Journalists (CPJ), 220 journalists are in prison, an increase of nine from 2013.

It is the second-highest number of imprisoned journalists since CPJ started its annual census in 1990, and highlights a resurgence of authoritarian governments in countries such as China, Ethiopia, Burma and Egypt.

China’s use of anti-state charges and Iran’s revolving door policy in imprisoning reporters, bloggers, editors and photographers earned the two countries the dubious distinction of being the world’s worst and second worst jailers of journalists, respectively.

Together, China and Iran are holding a third of journalists jailed globally. In June 2014, he was sentenced to a seven-year jail term with two colleagues for “falsifying news and having a negative impact on overseas perceptions of the country”.
